Global Efforts to Improve Measuring Learning Outcomes
Sustainable Development Goal 4 focuses on improving education and measuring the quality of learning in primary and lower secondary education. However, measuring learning is an arduous task and has never been done on a global scale.
The Global Coalition for Foundational Learning was founded in 2022 to bring together partners with a shared commitment to improving foundational learning for all and a desire to work together to drive change more quickly.
The founding Development Partners of the Coalition are FCDO, UNICEF, UNESCO, USAID, the World Bank and the Bill & Melinda Gates Foundation (BMGF). These organizations are committed to working differently and together, to ensure we meet the commitments as set out in the Commitment to Action on Foundational Learning, launched at the UN Secretary General’s Transforming Education Summit (TES).
The Coalition’s vision is that every country has high quality, reliable, comparable data to help them improve learning programs. The coalition seeks to support all countries to:
- Identify how to improve their students’ performance in reading and mathematics by using data to target and improve foundational learning activities
- Participate in reporting on at least two SDG 4.1.1 indicators to understand how their students are performing in reading and mathematics relative to their peers in other countries
This website serves as a hub for decision makers, local stakeholders, and education advocates to access emerging methodologies and tools to link international and national assessments to SDG 4 targets. The Coalition seeks to support countries in improving learning programs and reporting on SDG 4.1.1 indicators to understand how their students are performing in reading and mathematics relative to their peers in other countries.
